How many portable toilets do I need?

Do handwashing stations meet OSHA rules?
For general construction sites, 29 CFR 1910.141(d)(2) requires soap and towels or a hand drying device. Hand sanitizer does not satisfy this. Handwashing stations with running water do. How do I know if my septic tank is failing?
